The ALAMP Institute, developed by the Alabama Rural Coalition for the Homeless (ARCH), is committed to providing top-tier training and resources. Our goal is to equip organizations with the knowledge and skills necessary to effectively support individuals and families experiencing homelessness. ESG: Emergency Solutions Grants Program
The ESG Program is designed to assist people with quickly regaining stability in permanent housing after experiencing a housing crisis and/or homelessness.
Emergency Solutions Grants Program (ESGThe ESG program does not fund individuals or families directly. The ESG program provides grant funding to approved units of general-purpose local government and federally recognized non-profit organizations.
ESG funds are used to:

Engage homeless individuals and families living on the street;

Rapidly re-house homeless individuals and families;

Help operate and provide essential services in emergency shelters for homeless individuals and families; and
-
Prevent individuals and families from becoming homeless.
CoC Program Monitoring
The goals of Alabama Balance of State Continuum of Care Program Monitoring are to:

Proactively assist projects with efforts to comply with Department of Housing and Urban Development (HUD) regulations. Although CoC program monitoring does not exhaustively address all HUD program requirements, this process addresses areas that HUD prioritizes.

Provide guidance and technical assistance opportunities to CoC-funded projects.

Help resolve performance concerns related to policies, procedures, and outcomes.

Ensure there is consistency in how agencies and projects implement their CoC-funded programs.

Support Letter Policy
What is the Purpose of this Policy?
The Alabama Balance of State Continuum of Care (CoC) may receive requests from partner and active member agencies for letters of support to be included with funding applications. All requests for letters of support must be for projects and/or renewals that aligns with the local CoC, State and Federal priorities, with commitment to implementation of best practices. To ensure a consistent and transparent process for the provision of support letters, the CoC has established the following procedure outlined below.
Procedure:
A. All requests for support letters from the CoC shall be emailed to INFO@archconnection.org with a CC to Felicia@archconnection.org (Felicia Jackson, Executive Director).
Requests shall be submitted no later than fourteen (14) days before the grant application is due to ensure adequate response time.
The following information must be included in the request:
1) Completed “Letter of Support Request” Form
2) Sample Letter of Support B. (May be revised at COC discretion)
B. The Executive Director and Board of Directors will review the request and contact the agency requesting support if further information is needed.
C. The project must receive approval from a simple majority of the Board of Directors.
D. The Executive Director will sign the letter and return it to the agency.
E. If the request does not receive approval, a member of the Board of Directors or the CoC Executive Director will notify the requesting agency of the decision.
Denials
There are certain conditions in which a letter of support may not be given. The following are examples of why a request may be denied:
1. If a request is made less than fourteen (14) days before the grant application due date.
2. If the agency has lost funding through the CoC or ESG programs for poor performance.
3. If the project is for a population with which the CoC has no experience.
4. If the agency refuses to adhere to CoC policies.
FUNDING ENTITY
The Alabama Department of Economic and Community Affairs is the Funding Agency for ESG in the State of Alabama. ESG Applications and other ESG guidance is located at ESG Implementation Resources – ADECA.
