The ALAMP Institute, developed by the Alabama Rural Coalition for the Homeless (ARCH), is committed to providing top-tier training and resources. Our goal is to equip organizations with the knowledge and skills necessary to effectively support individuals and families experiencing homelessness. By focusing on our innovative ALAMP model, we aim to foster stronger, more resilient communities.

FY 2025 Continuum of Care Competition and YHDP NOFO: ARCH Communication Summary
The U.S. Department of Housing and Urban Development released the FY 2025 Continuum of Care (CoC) Program Competition and Youth Homeless Demonstration Program (YHDP) NOFO on November 13, 2025. In alignment with HUD’s expectations for transparency and timely communication, the Alabama Rural Coalition for the Homeless (ARCH), the Collaborative Applicant for the Alabama Balance of State CoC, immediately began distributing information to stakeholders across our 37-county region. ARCH will hold a stakeholder meeting in the coming days to ensure fairness, transparency, and full understanding of the requirements for this year’s competition. Attendance is strongly encouraged.

FY 2025 Continuum of Care Competition: Key Dates Timeline
The following timeline outlines all critical dates required by HUD for the FY 2025 CoC Program Competition. All providers, applicants, and stakeholders must follow these deadlines to ensure compliance.
Required HUD Deadlines for the FY 2025 Competition
1. Local Project Application Deadline
December 15, 2025
All project applications must be submitted to the CoC no later than 30 days before the HUD deadline.
This applies to:

New project applications
-
Renewal applications
-
Reallocation and replacement
-
DV Bonus and all other eligible project types
HUD awards zero points to CoCs that do not enforce this deadline.
2. CoC Notification Deadline
December 30, 2025
The CoC must notify all project applicants in writing, outside of e-snaps, whether their applications were:

Accepted
-
Ranked
-
Reduced
-
Rejected
Notifications must include reasons for any reductions or rejections.
3. HUD Competition Deadline
January 14, 2026 at 8:00 PM EST
All FY 2025 CoC Project Applications, the CoC Priority Listing, and the CoC Application must be submitted in e-snaps before this deadline.
HUD will not accept late submissions.
4. Post-Submission and Award Timeline

Within 30 days after HUD announces awards
Solo Applicants must submit all evidence to HUD (if applicable). -
CoC Response Deadline:
30 days after the Solo Applicant submits evidence. -
HUD Decision:
Within 60 days after receiving the CoC response. -
Anticipated HUD Award Announcement:
May 1, 2026 -

Providing an expanded summary of the NOFO, clarification regarding renewal expectations, the 30 percent ARD cap for permanent housing projects, and notification of a required upcoming CoC wide meeting.
