The total funding available for this competition is approximately$3,134,000,000. The U.S. Department of Housing and Urban Development (HUD) determines the eligible amount that each Continuum of Care can apply for, and this information is shared through the CoC Estimated Annual Renewal Demand Report (ARD). 

 

For the Alabama Balance of State Continuum of Care (AL-507) forty-two counties in this competition, the estimated amounts are as follows: 

1. Preliminary Pro Rata Need: $5,161,847

2. Estimated Annual Renewal Demand: 1,406,422

3. Tier 1: $1,307,972

4. CoC Bonus: $361,329

5. DV Bonus (Domestic Violence Bonus) $516, 185

The FY2023 CoC Competition Grant Notice of Funding Opportunity (NOFO) is now available. If you are planning to apply for funding, please visit the provided link to review the NOFO, which contains information on HUD priorities and eligible project types. HUD has set two primary goals: increasing equity and improving customer experience across all their programs.

It is essential for applications to align with HUD's Strategic Plan and its relevant strategic goals and objectives.

The Alabama Balance of State Continuum of Care team is currently in the process of reviewing the NOFO. Soon, you can expect detailed information about the application process, timeline, and more to be posted on the ARCH website (www.archconnection.org).

Please note that the Collaborative Application deadline for HUD is September 28th, 2023, at 7 pm CST. As per HUD requirements, the Continuum of Care (CoC) will compete for funding through a local funding competition. An independent review committee will assess, rank, and prioritize applications. The selected projects will be included in the community's consolidated application, which will be submitted by ARCH, the CoC's lead agency.

To prepare for the application process, here are some steps you can take:


- Carefully review the Notice of Funding Opportunity and related documents.
- Assess your organization's eligibility for funding, as defined in the NOFO.
- Ensure that your organization's SAM Registration is active, up to date, and has a valid UEI Number.

On July 5, 2023, HUD’s CoC FY23 NOFO was posted. On July 12, 2023, notification was received from HUD (BFO) that ARCH could submit as the Collaborative applicant for the FY23 competition.

ARCH encourages applications from all eligible organizations regardless of whether the organization is currently receiving HUD funding or has ever received HUD funding. Organizations led by and for marginalized populations are welcomed and encouraged to apply. Additional details can be found on the HUD CoC Competition Program website. Several documents pertaining to the FY23 NOFO competition have not yet been updated by HUD. The CoC will send out an additional notification when these documents are released.

Housing First Assessment Tool

 

ARCH encourages providers interested in applying for funding under the FY23 Notice of Funding Opportunity (NOFO) to evaluate and gauge their project's advancement in accordance with housing objectives. This entails assessing how closely projects adhere to the principles of the Housing First model. Utilizing the Housing First Assessment Tool, individual projects can identify their strengths and areas for improvement. Moreover, this tool serves as an ongoing mechanism for monitoring progress in the implementation of Housing First, fostering discussions on the subject among project staff at various levels. It is essential to consider local ARCH written standards and CoC policies related to Housing First and reducing barriers while completing this assessment.

Collaborative Application

The Alabama Balance of State applies for CoC Program funding annually. It submits one large application to HUD (the consolidated application) for its entire geography. The consolidated application includes both information about the AL BoS CoC and individual project applications that fund housing and supportive services. 

 

Note: The AL BoS CoC and its stakeholders did not apply for the FY 22 annual competition. There was no lapse in services or assistance to our communities.  

The AL BoS CoC Must Approve the Consolidated Application before it is submitted. A poll will be conducted and tally will be maintained for compliance purposes.

  • 24 CFR 578.9 requires you to compile and submit the CoC Consolidated Application for the FY 2023 CoC Program Competition on behalf of your CoC.

  • 24 CFR 578.9(b) requires you to obtain approval from your CoC before you submit the Consolidated Application into e-snaps.

 

Letter of Intent to Apply

  • SAM Registration Requirement. Applicants must be registered with https://www.sam.gov/SAM before submitting their application. Applicants must maintain current information in SAM on immediate and highest-level owner and subsidiaries, as well as on all predecessors that have been awarded a federal contract or grant within the last three years, if applicable. Information in SAM must be current for all times during which the applicant has an active Federal award or an application or plan under consideration by HUD.

 

  • UEI Number Requirement. Applicants must provide a valid UEI number, registered and active at https://www.sam.gov/SAM in the application.

 

  • Code of Conduct. All project applicants must ensure their organization has a Code of Conduct that complies with the requirements of 2 CFR part 200 and is on file with HUD. Be sure to review the Code of Conduct for HUD Grant Programs page on HUD’s website to ensure your organization is listed (which means you have submitted an approved Code of Conduct). If you do not see your organization on the list, be sure to attach a current and complete Code of Conduct to your Project Applicant Profile in e-snaps.

  • 2023 FMRs Will Apply. Because the application submission deadline falls in FY 2023, HUD will use FY 2023 FMRs for funding amounts.
